REPORT ON THE CLOSURE OF LAYER FARM PREMISES
A Laying Chicken Farm Premises was ordered to be closed by the Hulu Selangor District Council (MDHS) in a concerted operation yesterday in Kalumpang, Hulu Selangor.
The operation which started at 3.30pm involved the collaboration of several external agencies such as the Royal Malaysian Police (PDRM), the Selangor Water Management Board (LUAS), the National Water Services Commission (SPAN), the Department of the Environment (DOE), the Department of Veterinary Services (DVS) Hulu Selangor and the Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) Hulu Selangor. Also present with area council member, Abdul Mun'im Roslin.
MDHS often receives complaints from the surrounding residents who inform that the premises release effluent into the creek causing the water to be cloudy and smell of chicken excrement. An initial survey was conducted by the MDHS Health Officer at the location and found that the complaint was true.
Therefore, this operation was carried out with the technical department involved to identify the cause of the incident. An inspection was also carried out in the premises with the farm manager and it was found that there are approximately 50 small reservoirs in the premises reservoir where the water is black and there are faecal residues. When it rains there will be an overflow from the pool and overflow into the creek.
The operation was also carried out due to the failure of the premises to comply with the instructions of the notice issued by the council dated 26/4/2021 and 14/7/2021 in addition to the failure of the premises to appoint a panel of contractors under the Council for the disposal of solid waste.
The council has issued a 14-day Business Premises Closure Notice (27/7/2021 to 9/8/2021) to the farm manager. Action was taken under Bylaw 43(1)(a) and (b), Licensing and Industrial Bylaws (MDHS) 2007. The three main farm gates were locked, chained and barred.
The department will carry out monitoring throughout the closure notice period. Follow-up actions from the technical department involved will be carried out in terms of the Council's Building Plan and Business License to ensure that the premises comply with all technical requirements from the Council.
